While the higher education sector might be booming with its largesse of $13.7 billion from educational exports, there is another section of education doing it very tough. I am referring to the more than 30 per cent (on average, and it is much higher in some regions and places, especially in indigenous communities) of young people caught in the twilight zone of having not completed their education to Year 12 or its equivalent, nor who are in full-time training or employment.
