Is this issue akin to “Research” versus “Teaching” at Universities? Meaning, is there an “understanding” that they are a dichotomy and where one is superior to the other.
I teach computing at university, where there is no clear distinction between academia and vocation. Some of my students go on to do fundamental research, some get jobs at Microsoft and Google, and some do both. I have noticed a convergence in the teaching and assessment techniques in university and vocational education, as universities catch up with the more advanced pedagogy used in TAFEs. Recently I completed both a university Graduate Certificate in Higher Education and a vocational Certificate IV in Training and Assessment. The differences between the two systems were mostly a matter of terminology. The major difference between universities and vocational education is simply that universities are much better resourced than TAFEs. As on-line teaching is used more, the differences between the sectors will reduce further. Hopefully that convergence will see increased funding for vocational education, not a reduction for universities: https://blog.highereducationwhisperer.com/2013/08/certificate-iv-in-training-and.html
