Gillard misinterpreted OECD data, but so did Bishop

Government claims that OECD data showed zero growth in expenditure on tertiary education under the Howard government are wrong. Equally, claims by the Opposition that OECD data failed to account for 75 per cent of VET spending under Howard is also false.
