Very rightly said, and the one who knows how to play with the paperwork usually wins the ARC grant too.
Moreover, ARC has recently introduced DECRA, which meant to fund mainly postdoctoral fellowships. But to my surprise, I have seen Senior Lecturers applying and getting the DECRA funding. The question is how a new Ph.D can compete in this system. Unfortunately, the present system supports only those researchers who have attained strong research profiles during their Ph.Ds (which is very unlikely), or are established researchers (mainly producing journals by putting their names with old senior researchers). In short there is no room for new emerging researchers in Australian research system.
Conflict of interest: yea- grants for the boys club- means panel members and their cohorts always get the grants.
