  1. If “[i]t is widely acknowledged across the Australian tertiary education sector that many students are to a large extent unprepared for university study and for the culture of university-level study”, then clearly the problem lies in the primary and secondary sectors.

    There’s something dreadfully amiss when young people can’t read and write fluently at a high standard after 13 YEARS of schooling.

    Turning universities into remedial institutions is not the answer.
