Teachers ‘need to be’ masters of teaching and learning

Over recent years, the education system of Finland has emerged as being amongst the best in the world. Reasons given usually include a small and somewhat homogeneous population, community respect for education as a public good, local autonomy for schools and highly regarded teachers and teacher education.
