TACs can usefully facilitate this, primarily through being a single, if state-focused, point of information and processing rather than through juggling preference lists. However, options for applications direct to universities to receive early offers will be more common. Again, the TACs could facilitate this, but they would have to move away from provision of a common service, with hard deadlines, now characteristic of their operations.
