‘Churn and concern’ over income support

One of the welcome surprises of the federal budget was its acceptance of all of the Bradley report’s student income support recommendations, and with only limited modifications. The Bradley recommendations had been widely praised, and income support had been considered one of the areas in desperate need of attention.
