Deregulation could bring helpful technologies into learning

How does one learn or teach practical hands on skills desired by employers from an on-line only learning environment? Employers want workers with real skills not just a head full of theory. Technology is a powerful tool but it should never be looked at as a complete solution or as a substitute for real hands on experience.
