While several of the key policy reform areas as outlined in the Bradley review are on track, the government has lost sight of an overall strategy for implementation of a unified tertiary education sector. Kim Bannikoff, director of the Queensland Studies Authority, last week said one of the most significant failures to implement the Bradley reforms to date was the government's inability to drive, or even define, a unified tertiary education sector.
