  2. I find it strange that universities, which charge students very different tuition fees according to their citizenship, criticise State Governments for charging students different public transport fares according to their citizenship.

I support Gavin Moodie’s comment plus I would like to add the fact that international students have to pay the tuition fees in advance unlike domestic students who have access to different student loans and are also able to work unlimited hours while international students are only allowed to work 40 hours per fortnight.
